PDFs are the category where local processing matters most, because of what people actually put in them. Contracts, medical letters, bank statements, tax returns, signed agreements. Uploading those to a free web service means handing a copy to a company whose retention policy you have not read.
The tools here work on the document’s own structure. When pages are merged or extracted, the underlying content streams are copied across rather than redrawn as pictures, so text stays selectable and searchable and the file stays roughly the size of what went in. Rotation is stored as a page attribute, which is why it costs no quality at all.
One honest limitation: genuine PDF compression, the kind that resamples embedded images and subsets fonts, requires tools that are all licensed AGPL. Rather than ship a copyleft dependency or a misleading feature, that tool is absent for now.
